CONFOTUR: What It Covers, What It Doesn't, and How to Verify It

Cap Cana and tourism projects in the Dominican Republic

CONFOTUR is an incentive regime for approved tourism projects in the Dominican Republic. You do not “earn” it by being in Punta Cana, Bávaro, Cap Cana, or Las Terrenas. It is verified on the project — and, when applicable, on the unit. On resale (buying from a private owner), do not assume the benefit travels alone: you must confirm remaining term, scope, and documentation.

Golden rule

“All taxes are zero forever”Incorrect. There is scope, term, and conditions. The clock runs from project approval, not from your purchase date.

What it can exempt (always verify remaining term)

When CONFOTUR applies and is still in force for that project or unit, it may affect items such as:

Important: the exact list and remaining years change by project. It is confirmed case by case with documents.

What it does not cover (or you should not assume)

  1. It does not make any purchase tax-free forever.
  2. It does not replace due diligence on plans, payment terms, fiducia, delivery, and regulations.
  3. It does not guarantee rental yield or occupancy.
  4. It is not automatic on resale just because marketing says “CONFOTUR project.”
  5. It does not remove the need for an attorney or notary independent of the developer.
  6. It is not, by itself, a seal of construction quality: it is a fiscal/tourism regime for an approved project.

The benefit clock

Incentive time runs from project approval, not from the day you sign. That is why two units in the same building can have different conversations if the term is near expiry, or if you buy from the developer versus on resale years later.

Always ask:

  1. Date of CONFOTUR classification / approval?
  2. How many years or conditions remain in force?
  3. Does the benefit apply to this typology / unit?
  4. What happens on a future resale?

Resale vs purchase from the developer

What is CONFOTUR in one sentence?

An incentive regime for approved tourism projects in the Dominican Republic. It is not an automatic benefit of the geographic zone.

Does CONFOTUR apply just because I buy in Punta Cana?

No. A tourism location does not grant the regime. You must verify approval and remaining term for the project (and the unit, if applicable).

Does CONFOTUR transfer if I buy from a private owner (resale)?

Do not assume it. On resale you must confirm whether the benefit is still in force, what scope it has, and what documentation supports it.

Does the incentive clock start when I buy?

No. It usually runs from project approval. That is why remaining years or conditions at your purchase date matter.

What if the seller only mentions it verbally?

Ask for evidence. Without document verification, the status stays to be confirmed — not a sales argument.
